Best dog food for dry skin
My adopted dog is 2 years old. He was turned into animal control when we got him.
He was eating Science Diet dog food. His coat was beautiful but he was attacking his feet, scratching like crazy, but no fleas or dermatitis.
So, reading all the things on the Internet about the best dog food out there, I gradually switched him off to a holistic brand of bison and sweet potato dry dog food.
Within two weeks his coat went from shiny to very dry and flaky. He looks terrible.

Regarding his dry, flaky skin. Have you checked whether the dog food you're feeding contains adequate amounts of essential fatty acids, such as Omega 3 and Omega 6?
This can make a big difference, not only in the quality of a dog's coat, but can also provide relief from itching.
You could try switching to a premium quality, grain free,
fish based dog food (such as Orijen 6 Fish, or Fromm's Surf & Turf for example).
Alternatively, if the Bison and Sweet Potato dog food seems to be providing some relief with his paw licking and scratching, then you might wish to consider supplementing his food with a top grade, all-natural source of essential fatty acids, such as:
